White House and Congress Agree on Budget and Debt Limit Deal Senior White House officials and congressional leaders agreed to a deal for the 2016 and 2017 fiscal years (FY) to raise the debt limit and set the federal budget for the next two years. The Bipartisan Budget Act of 2015 boosts defense and non-defense spending by $50 billion next year and $30 billion in 2017. These increased spending levels would be split evenly between defense and non-defense programs. The Title VIII nursing workforce development programs at the Health Resources and Services Administration (HRSA) are non-defense programs. Lawmakers face a December 11 deadline to fund the government. With the passage of the Bipartisan Budget Act, lawmakers can now focus on finalizing the FY 2016 appropriations process before the December deadline. This year the NLN requested $244 million in FY 2016 funding for HRSA’s Title VIII nursing workforce development programs. The NLN will continue to urge Congress to provide the highest funding level possible for these important programs. Paul Ryan Elected House Speaker The House of Representatives elected Representative Paul Ryan (R-WI) the 54th speaker of the House on October 29. Speaker Ryan received 236 votes for speaker –more than the 218 needed to win.
