Congress Finalizes FY 2016 Funding
On December 16, Congress released the $1.6 trillion government funding bill for fiscal year (FY) 2016. The Health Resources and Services Administration’s (HRSA) Title VIII nursing education workforce programs received $229.472 million in the bill. This is $2.150 million below the FY 2015 funding level.

While the overall funding amount was cut, the advanced education nursing as well as the loan repayment and scholarship programs saw slight increases. The nurse education, practice, and retention; nurse workforce diversity; and nurse faculty loan programs were level funded.

The Title VIII comprehensive geriatric education program will be folded into the broader Title VII geriatric education program. HRSA stated the combined competition would, “improve health outcomes for older adults by integrating geriatrics with primary care, maximizing patient and family engagement, and transforming the healthcare system.” The decrease in the overall funding for the Title VIII nursing education workforce programs is due to the consolidation of the Title VIII comprehensive geriatric program with the Title VII geriatric education program.

The Agency for Healthcare Research and Quality (AHRQ) received $334 million which is $34 million less than the 2015 enacted level. The National Institutes of Nursing Research (NINR) received $144.515 million in FY 2016 which is $5.532 million above the 2015 enacted level.

Both the House and Senate will vote on the FY 2016 funding bill on Friday, December 18. It is also expected that if passed, the president will sign the bill.
